Prepaid SIM counters in the arrivals hall handle passport registration, but they are modest in number and slow when a wave of regional flights lands together. Because the island is compact and heavily built along its eastern shore, gaps inside the urban area are rare. The two bridges and the Butterworth ferry crossing both keep a signal throughout. Where coverage genuinely thins is the interior: the hill road and the funicular route up Penang Hill hold service near the top station but fade in the forested cuttings, and the western agricultural belt around Balik Pulau and Teluk Bahang has weaker patches among the plantations.
