Dubrovnik Airport (DBV) is at Cilipi, roughly half an hour southeast of the old town along a coast road with several genuinely alarming drops. Shuttle buses meet arriving flights and run to the bus station and the Pile Gate. Croatian operators sell tourist packages, but the airport retail is small and in peak season the arrivals hall is a solid mass of people, which is not where you want to be filling in a registration form. An eSIM sorted at home over Wi-Fi removes the decision: it activates as soon as your phone finds a Croatian network on landing and the validity period starts from that first connection. Being online at Cilipi is more useful here than in most airports, because Dubrovnik's old town is car-free, your accommodation is likely to be up a stone staircase with no vehicle access, and knowing which gate to enter by saves a suitcase-dragging detour. Croatia's national operators cover Dubrovnik thoroughly, with strong 4G across the old town, Ploce, Lapad and Gruz harbour, and 5G available in parts of the city. On the city walls and at the top of the Srd cable car you are high and exposed, so coverage is excellent; inside the narrow stone lanes below, signal can bounce and weaken. Summer congestion is real, and when several cruise ships are in at Gruz the network noticeably slows. Boats to Lokrum and the Elaphiti islands stay connected for most of the crossing thanks to line of sight to the mainland, while the longer run to Mljet has thinner patches. Download Dubrovnik and the whole southern Dalmatian coast offline, because the old town is a maze of stepped alleys where GPS struggles between high stone walls. Keep data on for ferry and catamaran timetables, and for booking wall entry and cable car slots. Apartment Wi-Fi inside the walls is often weak because of the building fabric, so a phone hotspot is usually the better laptop connection. The most important local quirk is the border: the coast road south towards Montenegro and the crossings around Neum mean your phone can register on another country's network within minutes, so watch the operator name if you take that drive.
