Hotel and café Wi-Fi is generally good, and hotspot from your phone works on most plans for laptop work. Two Munich-specific notes: during Oktoberfest, agree a meeting point rather than relying on messages arriving promptly, because the network is saturated by the crowd. And Salzburg is close enough that a day trip crosses into Austria, where a Germany-only plan will stop working, so plan that leg separately. Carry a power bank for festival and hiking days.
