Download an offline map of the city, because Phnom Penh addresses combine street numbers with house numbers in a way that defeats guessing, and tuk-tuk drivers navigate by landmark. The most useful local detail is payment: KHQR codes are everywhere, and while linking one usually needs a local bank account, you will still be scanning, checking and confirming things on your phone constantly, so a dead connection is genuinely inconvenient.
